  • ONE:The Greeks had been struggling to emancipate themselves from the tyrannical dominion of the Turks, aided in their war of independence only by the voluntary contributions and personal services of enthusiastic friends of freedom, like Lord Byron. At length, however, the sanguinary nature of the contest, and the injury to commerce by piracy, induced the Great Powers of Europe to interfere in order to put an end to the war. Accordingly, on the 6th of July, 1827, a treaty was signed in London by the Ministers of Great Britain, France, and Russia, for the pacification of Greece. In pursuance of this treaty, a joint expedition, consisting of British, French, and Russian ships, entered the Bay of Navarino on the 20th of October, with the object of compelling the Sultan to concede an armistice, in order that there might be time for effecting an arrangement. The Sultan, Mahmoud, having declined the mediation of the combined Powers, and Ibrahim Pasha having received a large reinforcement of troops from Egypt, he was ordered to put down the insurrection at every cost by land and sea. He had accordingly recommenced the war with fanatical fury. All Greeks found in arms were to be put to the sword, and the Morea was to be laid waste. The combined fleet of the Allies had received orders to demand an armistice, and if this were refused by the Turkish admiral, they were to intercept the Turkish supplies, but not to commit hostilities. When the Turkish fleet met the Allies, the futility of these instructions became evident. They found it ranged at the bottom of the bay, in the form of a crescent. Instead of parleying, the Turks began to fire, and the battle commenced apparently without plan on either side. It soon became general. Admiral Codrington, in the Asia, opened a broadside upon the Egyptian admiral, and soon reduced his ship to a wreck; others in rapid succession shared the same fate. The conflict lasted with great fury for four hours. When the smoke cleared off, the enemy had disappeared, and the bay was strewn with the fragments of their ships. Among the Allies, the loss of the British was greatest, though not largeonly 75 men killed[263] and 197 wounded. The catastrophe produced immense excitement at Constantinople, and had the Janissaries (those fierce and bigoted defenders of Mohammedanism whom the Sultan had so recently extirpated) been still in existence, it would have fared ill with Christians in that part of the world. The Sultan demanded satisfaction, which would not be granted, and the European ambassadors left Constantinople. THREE:At the close of the Session of 1837 an earnest desire was expressed by the leaders of both parties in the House for an amicable adjustment of two great Irish questions which had been pending for a long time, and had excited considerable ill-feeling, and wasted much of the time of the Legislaturenamely, the Irish Church question, and the question of Corporate Reform. The Conservatives were disposed to compromise the matter, and to get the Municipal Reform Bill passed through the Lords, provided the Ministry abandoned the celebrated Appropriation Clause, which would devote any surplus revenue of the Church Establishment, not required for the spiritual care of its members, to the moral and religious education of all classes of the people, without distinction of religious persuasion; providing for the resumption of such surplus, or any part of it, as might be required, by an increase in the numbers of the members of the Established Church. The result of this understanding was the passing of the Tithe Bill. But there were some little incidents of party warfare connected with these matters, which may be noticed here as illustrative of the temper of the times. On the 14th of May Sir Thomas Acland brought forward a resolution for rescinding the Appropriation Clause. This Lord John Russell regarded as a breach of faith. He said that the present motion was not in accordance with the Duke of Wellington's declared desire to see the Irish questions brought to a final settlement. Sir Robert Peel, however, made a statement to show that the complaint of Lord John Russell about being overreached, was without a shadow of foundation. The noble lord's conduct he declared to be without precedent. He called upon Parliament to come to the discussion of a great question, upon a motion which he intended should be the foundation of the final settlement of that question; and yet, so ambiguous was his language, that it was impossible to say what was[451] or was not the purport of his scheme. Sir Thomas Acland's motion for rescinding the Appropriation resolution was rejected by a majority of 19, the numbers being 317 and 298. On the following day Lord John Russell gave Sir Robert Peel distinctly to understand that the Tithe measure would consist solely of a proposition that the composition then existing should be converted into a rent charge. On the 29th of the same month, Lord John Russell having moved that the House should go into committee on the Irish Municipal Bill, Sir Robert Peel gave his views at length on the Irish questions, which were now taken up in earnest, with a view to their final settlement. The House of Commons having disposed of the Corporation Bill, proceeded on the 2nd of July to consider Lord John Russell's resolutions on the Church question. But Mr. Ward, who was strong on that question, attacked the Government for their abandonment of the Appropriation Clause. He concluded by moving a series of resolutions reaffirming the appropriation principle. His motion was rejected by a majority of 270 to 46. The House then went into committee, and in due course the Irish Tithe Bill passed into law, and the vexed Church question was settled for a quarter of a century. The Municipal Bill, however, was once more mutilated by Lord Lyndhurst, who substituted a 10 for a 5 valuation. The amendment was rejected by the Commons, but the Lords stood firmly by their decision, and a conference between the two Houses having failed to settle the question, the measure was abandoned. FORE:Accordingly, Benningsen communicated Alexander's willingness for peace, on the 21st of June, and the armistice was ratified on the 23rd. Buonaparte determined then, as on most occasions, to settle the treaty, not by diplomatists, but personally, with the Czar. A raft was prepared and anchored in the middle of the Niemen, and on the morning of the 25th of June, 1807, the two Emperors met on that raft, and embraced, amid the shouts of the two armies arranged on each bank. The two Emperors retired to a seat placed for them on the raft, and remained in conversation two hours, during which time their attendants remained at a distance. The town of Tilsit was declared neutral ground, and became a scene of festivities, in which the Russian, French, and even Prussian officers, who had been so long drenching the northern snows with each other's blood, vied in courtesies towards each other. Amongst them the two Emperors appeared as sworn brothers, relaxing into gaiety and airs of gallantry, like two young fashionables. On the 28th the King of Prussia arrived, and was treated with a marked difference. He was bluntly informed, that whatever part of his territories were restored would be solely at the solicitation of the Emperor of Russia.

THREE:Savary accompanied Ferdinand to conduct him safely into the snare. He spoke positively of meeting Napoleon at Burgos; but when they arrived there, they received the information that Napoleon was only yet at Bordeaux, about to proceed to Bayonne. Savary seemed so sure of his victim, that he ventured to leave Ferdinand at Vittoria, and went on to see Napoleon and report progress; probably, also, to receive fresh instructions. The opportunity was not lost by some faithful Spaniards to warn Ferdinand to make his escape during Savary's absence, and to get into one of his distant provinces, where he could, at least, negotiate with Napoleon independently. Ferdinand was astounded, but persuaded himself that Napoleon could not contemplate such treachery. Although the people opposed the Prince's going, Savary prevailed, and on they went.The great philosopher of this period was John Locke (b. 1632; d. 1704). Locke had much to do with the governments of his time, and especially with that extraordinary agitator and speculator, Ashley, Lord Shaftesbury, whom he attended in his banishment, and did not return till the Revolution. Yet, though so much connected with government, office, and the political schemers, Locke remained wonderfully unworldly in his nature. His philosophical bias, no doubt, preserved him from the corrupt influences around him. He was a staunch advocate of toleration, and wrote three letters on Toleration, and left another unfinished at his death. In these he defended both religious and civil liberty against Jonas Proast and Sir Robert Filmer, advocates of the divine right of kings. His "Thoughts on Education" and his "Treatises on Government" served as the foundations of Rousseau's "Emile" and his "Contrat Social." Besides these he wrote numerous works of a theological kind, as "The Vindication of the Reasonableness of Christianity;" and in his last years, "A Discourse upon Miracles," "Paraphrases of St. Paul," and "An Essay for the Understanding of St. Paul's Epistles;" a work "On the Conduct of the Understanding," and "An Examination of Father Malebranche's Opinion of Seeing all Things in God." But his great work is his "Essay concerning the Human Understanding." This may be considered the first pure and systematic treatise on metaphysics in the English language; and though the pursuit of the science since his time has led to the rejection of many of his opinions, the work will always remain as an able and clearly-reasoned attempt to follow the method of Bacon in tracing the nature and operations of the understanding.
THREE:[See larger version]Lord Howe now prepared to attack New York, where Washington had about thirty thousand men. But the latter's troops were ill-equipped, and deficient in discipline. Washington expected that Howe would attack New York by the way of Long Island, and so he had posted nine thousand men at Brooklyn, nearly opposite to it, behind entrenchments thrown up by General Greene. Greene had been attacked by fever; and General Putnam, who had taken his post, was but indifferently acquainted with the position of the forces and the nature of the ground they would have to defend with a rabble of most insubordinate troops. In these circumstances General Howe, on the morning of the 22nd of August, threw over from Staten Island into Long Island four thousand men, under the command of General Clinton. They landed in Gravesend Bay, under cover of the artillery of three frigates and two bombs. The rest of the army followed with the artillery. Washington hastened over from New York to strengthen General Sullivan, who was in command on the island. He posted no less than fifteen thousand men along a peninsula at that end of the island facing New York.

TWO:At four o'clock in the morning (the 11th of May) the cannonade began. Prince Waldeck undertook to carry Fontenoy and Antoine with the Dutch, and the Duke of Cumberland, at the head of the English and Hanoverians, to bear down on the enemy's left. At the same time, the Duke sent General Ingoldsby with a division to clear the wood of Barr, and storm the redoubt beyond. When Ingoldsby reached the wood, he found it occupied by a body of sharpshooters, and instead of attacking them vigorously he paused and returned to the duke for fresh ordersa great neglect of duty by which much time was lost, and the enemy enabled to direct their undivided attention on that side to the main body of English and Hanoverians advancing under the duke. On the other hand, the Dutch, finding Fontenoy surrounded by a fosse, and the French mounted with their batteries on the rubbish of houses, which they had demolished for the purpose, were panic-struck, and instead of making a resolute rush to storm the place, having suffered considerably from the French batteries, fell back, and stood aloof, thus leaving the English and Hanoverians exposed to the whole fire of the hostile army.

FORE:The triumph of the mob had consummated the triumph of Jacobinism. The Republic was at length established, but not to the benefit of the Girondists. The ruin of royalty, for which they had so zealously laboured, was in reality their own ruin. The Jacobins, and at their head the sanguinary Robespierre, were left without a rival, except in that mob by which they worked, and which was destined to destroy them too. Danton appeared before the Assembly on the morning of the 10th, at the head of a deputation of the Commune, to state what had been done, and said plainly, "The people who send us to you have charged us to declare that they think you worthy of their confidence, but that they recognise no other judge of the extraordinary measures to which necessity has forced them to recur than the French nationour sovereign and yoursconvoked in primary Assemblies." This was announcing without disguise that the Clubs were the supreme authorities. The Assembly felt its weakness and professed to approve of everything. Next, the new Ministers were chosen; Roland, as Minister of the Interior; Servan, as War Minister; and Clavire as Minister of Finance. But to these were added Danton as Minister of Justice, Mong as Minister of the Marine, and Le Brun as Minister of Foreign Affairs. They were to receive instructions, not from Louis, but from the Assembly. And now came into full light the mortal antagonism of the Assembly and the Clubs, and the real ascendency of the latter. The Assembly voted for the education of the Dauphin; the Clubs called for the utter removal of royalty. The Assembly recommended an active campaign against Foreign Powers, but mercy to the vanquished; the Clubs called for instant and universal vengeance on all supporters of royalty, who, they said, had intended to massacre the people and bring in the Prussians. They declared that there was no need of electoral bodies to form a new Assembly, but that every man, and some said every woman, was entitled to vote; and they insisted that the people ought to come in arms to manifest their wishes to the legislative body. This was plainly-avowed mob rule. Marat argued loudly for this and for purging France, as he called it, by cutting off every man, woman, and child that was not for mob rule; and Robespierre demanded the removal of the Assembly as effete and the summoning of a Convention. His advice was adopted, and the National Democratic Convention was convoked for the 21st of September. In the interval the Royalists were murdered in the prisons, and the Revolutionary Commune established at Paris. News of the most alarming character arrived from the frontier, Lafayette had gone over to the enemy, and the Prussians had taken Longwy.

At street level we strive to meet the immediate needs of children at risk on the streets and platforms of India today. We have created a number of ‘child friendly stations’ with the help and engagement of the people who work at them, who now look out for and help children alone and at risk.

FORE:Another favourable circumstance would have been found in the fact that in Hutchinson, Massachusetts had a native Governor, a man of courteous manners and moderate counsels. But even out of Hutchinson's position arose offence. His brothers-in-law, Andrew and Peter Oliver, were appointed Lieutenant-Governor and Chief Justice of the province. Lord North thought that the payment of these officers should be in the hands of Government, to render them independent of the colonists; but this the colonists resented as an attempt to destroy the Charter and establish arbitrary power. The Massachusetts House of Assembly declared on this occasion, in their address to the Crown:"We know of no commissioners of his Majesty's Customs, nor of any revenue that his Majesty has a right to establish in North America." They denounced the Declaratory Act passed at the suggestion of Chatham, and the attempt to make the governors and judges independent of the people, and the arbitrary instruments of the Crown. In Virginia the same spirit was conspicuous.There was one restitution, however, which the Allies had too delicately passed over on their former visit to Paristhat of the works of art which Napoleon and his generals had carried off from every town in Italy, Germany, and the Netherlands, during their wars. As has been already stated, museums had been freely pillaged by Buonaparte or by his orders. Accordingly, there was now a great stripping of the Louvre, and other places, of the precious pictures and statues which the hands of the greatest marauder that the world had ever seen had accumulated there. The "Horses of the Sun," from St. Mark's, Venice, the "Venus di Medici," the "Apollo Belvedere," the "Horses of the Car of Victory," which Buonaparte had carried away from Berlin, and many a glorious painting by the old masters, precious books, manuscripts, and other objects of antiquity, now travelled back to their respective original localities, to the great joy of their owners, and the infinite disgust of the French, who deemed themselves robbed by this defeat of robbery.

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

FORE:Lower Canada was inhabited chiefly by French Canadians, speaking the French language, retaining their ancient laws, manners, and religion, wedded to old customs in agriculture, and stationary in their habits. Of its population, amounting to 890,000 in 1852, nearly three-fourths were of French origin, the remainder being composed of emigrants from Great Britain and Ireland and other countries, while in Upper Canada the number of French was under 27,000. Lower Canada, however, might have been expected to make much more rapid progress from its natural advantages in being much nearer to the seaboard of the Gulf of St. Lawrence, and being enabled to monopolise much of the ocean navigation, which terminated at Montreal. Thus, the cities of Quebec and Montreal rose quickly into importance when the Upper Province began to be settled. In 1827 the cities had each a population of above 27,000; but by the census of 1852 it was found that Quebec had a population of 42,000, and Montreal 57,000. The growth of the towns of Upper Canada was still more rapid. In 1817 Toronto, then called Little York, had only 1,200 inhabitants; in 1826 it had scarcely 1,700; but in 1836 it had risen to 10,000. Among the other principal towns of Upper Canada were Hamilton, Kingston, London, and Bytown (now called Ottawa), which grew rapidly. Situated so near Europe, and offering inexhaustible supplies of fertile and cheap land, with light taxes and a liberal government, it was natural to expect in Upper Canada a mixed population, and an analysis of the census of 1852 showed that its inhabitants were composed of people from most of the countries of Europe. The largest single element was composed of Canadians, not of French origin, upwards of half a million; the next of Irish, 176,267; then English, 82,699; Scottish, 75,811; from the United States, 43,732; Germany and Holland, 10,000. Many of those settlers emigrated from the old countries to avoid the pressure of distress. They consisted, to a large extent, of the worst paid classes of workmen, such as hand-loom weavers, that had lost employment by the introduction of machinery. Those persons were now found to be in the enjoyment of independence, as the proprietors of well-cleared and well-cultivated farms, having all the necessaries of life in abundance.[511]

THREE:The growth of our commerce during these seventy-two years is shown by the amount of our exports. In 1697that is, nine years after the Revolutionthe amount of exports was only 3,525,907; but in the three next years of peace they rose to 6,709,881. War reduced these again to little more than 5,000,000, and at the end of the reign of Anne, during peace, they rose to 8,000,000. At the end of the reign of George I. the war had so much checked our commerce, that the exports scarcely amounted to that sum, the average of the three years1726, 1727, and 1728being only 7,891,739. By the end of the reign of George II., however (1760), they had risen to 14,693,270. Having by this period driven the fleets of France and Spain from the ocean, we rather extended our commerce than injured it. Thus, during these seventy-two years, our exports had increased from about three millions and a half annually to more than fourteen millions and a half annually, or a yearly difference of upwards of eleven millionsa most substantial growth.
TWO:On arriving in Paris, the Emperor Alexander took up his quarters at the house of Talleyrand, and there the King of Prussia, Prince Schwarzenberg and others came to consult. Talleyrand now spoke out, and declared that it would be madness to treat with Buonaparte; the only course was to restore the Bourbons, under certain limits. As early as the 12th of March the Duke of Angoulme had entered Bourdeaux, and had there proclaimed, amid acclamations, Louis XVIII. The Comte d'Artois came along in the rear of the Allied army, and had everywhere issued printed circulars, calling on the people to unite under their ancient family, and have no more tyranny, no more war, no more conscriptions. This paper had also been extensively circulated in Paris. On the 1st of April the walls of Paris were everywhere placarded by two proclamations, side by side, one from the Emperor Alexander, declaring that the Allied sovereigns would no longer negotiate with Napoleon nor any of his family, and the other from the municipality of Paris, declaring that, in consequence of the tyranny of Napoleon, they had renounced the allegiance of the usurper, and returned to that of their legitimate sovereign. On the same day the Senate, under the guidance of Talleyrand, decreed that he had violated and suppressed the constitution which he had sworn to maintain; had chained up the press, and employed it to disseminate his own false statements; drained the nation, and exhausted its people and resources in wars of mere personal ambition; and, finally, had refused to treat on honourable conditions: for these and other plentifully-supplied causes, he had ceased to reign, and the nation was therefore absolved from all oaths sworn to him. This decree, on the 2nd and 3rd of April, was subscribed by the public bodies in and around Paris. A Provisional Government was appointed.
TWO:It was at the close of 1719, when George I. returned from Hanover, that this Company proposed to Ministers to consolidate all the funds into one. It was strange that both Ministers and merchants could be deluded by the hope of enriching themselves by a share of the trade with the Spanish South American provinces, when Spain herself, in full enjoyment of them, was sunk into indigence and weakness, and presented the most determined resistance to the unfettered intercourse of any other nation with them. Yet Sir John Blunt, a leading director of the South Sea Company, persuaded the Ministers that by granting the Company power to deal with the public funds, and especially to buy up the unredeemable annuities which had been granted in the two preceding reigns, chiefly on terms of ninety-nine years, and which now amounted to about eight hundred thousand pounds a year, they could, in twenty-six years, pay off the entire National Debt. But, to enable them to do this, they must be empowered to reduce all the different public securities to one aggregate fund in their hands, to convert both redeemable and unredeemable debts into stock by such arrangements as they could make with the holders, and to have certain commercial privileges vested in them. Ministers accepted the proposals with great alacrity. Aislabie introduced the scheme to Parliament in the month of February, 1720, declaring that, if it was accepted by the House, the prosperity of the nation would be amazingly enhanced, and all its debts liquidated in a very few years. Craggs seconded the proposal in most sanguine terms, expressing his conviction that every member of the House must be ready to adopt so advantageous an offer. Ministers had already closed with the proposals of the Company, and they were themselves greatly disconcerted by the suggestion of Mr. Thomas Brodrick, the member for Stockbridge, who expressed his entire accordance with Ministers, but thought that the nation should endeavour to obtain the best terms for itself by opening the competition to every other company or association of men as well as that in question. Ministers were confounded by this proposal, and Aislabie endeavoured to get out of it by declaring that to do this would be like putting the nation up to auction, and that such things should be done with spirit. But Jekyll interposed, saying it was this spirit which had ruined the nation, and it was now requisite to consider seriously what was best for the public. A violent debate ensued, in which Walpole eloquently recommended open competition, and was sharply replied to by Lechmere. The question was carried in favour of competition; and then the Bank of England, which before had coolly declined to enter into the proposals, suddenly appeared in a new temper, and made liberal offers for the privilege of thus farming the public debts. But the South Sea Company was not to be outdone; it offered seven millions and a half, and the Bank gave way in despair.True to the pole, by thee the pilot guides
TWO:On the morning of Monday, the 28th, the king's brother, Edward, Duke of York, and Lord Bute were sworn members of the Privy Council. It was obvious that Bute was to be quite in the ascendant, and the observant courtiers paid instant homage to the man through whom all good things were to flow. The king declared himself, however, highly satisfied with his present Cabinet, and announced that he wished no changes. A handbill soon appeared on the walls of the Royal Exchange expressing the public apprehension: "No petticoat governmentno Scotch favouriteno Lord George Sackville!" Bute had always championed Lord George, who was so bold in society and so backward in the field; and the public now imagined that they would have a governing clique of the king's mother, her favourite, Bute, and his favourite, Lord George.The procession, on its return, presented a still more striking appearance than before, from the circumstance that the Queen wore her crown, and the royal and noble personages their coronets. The mass of brilliants, relieved here and there by a large coloured stone, and the purple velvet cap, became her Majesty extremely well, and had a superb effect. The sight of the streets "paved with heads," and the houses alive with spectators, was most impressive. The Queen entertained a party of one hundred at dinner, and in the evening witnessed, from the roof of her palace, the fireworks in the Green Park. The Duke of Wellington gave a grand banquet at Apsley House, and several Cabinet Ministers gave official State dinners next day. The people were gratified, at the solicitation of Mr. Hawes, M.P. for Lambeth, with permission to hold a fair in Hyde Park, which continued for four days, Thursday, Friday, Saturday, and Monday. The area allotted comprised nearly one-third of the park, extending from near the margin of the Serpentine river to a line within a short distance of Grosvenor Gate. To the interior there were eight entrances, the main one fifty feet wide, and the others thirty feet each. The enclosed area was occupied by theatres, taverns, and an endless variety of exhibitions, the centre being appropriated to lines of stalls for the sale of fancy goods, sweetmeats, and toys. The Queen condescended to visit the fair on Friday. The illuminations on the night of the coronation were on a larger and more magnificent scale than had been before seen in the metropolis, and the fireworks were also extremely grand. All the theatres in the metropolis, and nearly all the other places of amusement, were opened gratuitously that evening by her Majesty's command, and though all were crowded, the arrangements were so excellent that no accident occurred. In the provinces, rejoicing was universal. Public dinners, feasts to the poor, processions, and illuminations were the order of the day. At Liverpool was laid the first stone of St. George's Hall, in presence of a great multitude. At Cambridge 13,000 persons were feasted on one spot, in the open field, called Parker's Piece, in the centre of which was raised an orchestra for 100 musicians, surrounded by a gallery for 1,600 persons. Encircling this centre were three rows of tables for the school children, and from them radiated, like the spokes of a wheel, the main body of the tables, 60 in number, and 25 feet in length. Beyond their outer extremity were added 28 other tables, in a circle; and outside the whole a promenade was roped in for spectators, who were more numerous than those who dined. The circumference of the whole was more than one-third of a mile. Other great towns similarly distinguished themselves.
TWO:Still, during all this time, though the Tory Ministers in the Council appeared paralysed, the Jacobite lords assembled in secret junto in the very palace where the Council was sitting and the queen dying. Lady Masham's apartments were the scene of the last convulsive agitation of Jacobitism. From her the distracted leaders of that faction received the accounts of the progress of the queen's illness. Amongst these were Buckingham, Ormonde, Atterbury, and, when he was not at Anne's bedside, Robinson, Bishop of London. This prelate, when he attended to administer the Sacrament to the dying woman, received a message from her, which he was bound by the Duchess of Ormonde to promise to deliver, though it cost him his head. Probably it was some last remembrance to her brother, the Pretender; though it was supposed by some to be an order to the Duke of Ormonde, the Commander-in-Chief, to hold the army for the Stuart. Nothing, however, of the nature of this message ever transpired; but the Duke of Buckingham, on the separation of the Council, which had just obtained the affixing of the Great Seal to a patent providing for the government of the country by four-and-twenty regents till the arrival of the successor, clapped his hand on Ormonde's shoulder, saying, "My lord, you have four-and-twenty hours to do our business in, and make yourself master of the country." It was a forlorn hope. That evening Lady Masham entered her apartments in great agitation, saying, "Oh, my lords, we are all undoneentirely ruined! The queen is a dead woman; all the world cannot save her!" Upon which one of the lords asked if the queen had her senses, and if Lady Masham thought she could speak to them. She replied, "Impossible; her pain deprives her of all sense, and in the interval she dozes and speaks to nobody." "That is hard indeed," said one of the lords. "If she could but speak to us, and give us orders, and sign them, we might do the business for all that." "Alas!" replied another lord, "who would act on such orders? We are all undone!" "Then we cannot be worse," said a third. "I assure you," remarked another of these conspirators, probably Ormonde, "that if her Majesty would give orders to proclaim her successor in her lifetime, I would do it at the head of the army. I'll answer for the soldiers." "Do it, then!" swore the Bishop Atterbury, for he did not stick at an oath. "Let us go out and proclaim the Chevalier at Charing Cross. Do you not see that we have no time to lose?" Lady Masham told them they might waive debate; there was nothing to be done; her Majesty was no longer capable of directing anything. On which the Duke of Ormonde exclaimed, "Lord, what an unhappy thing this is! What a cause is here lost at one blow!"At the end of the fortnight Lord Grenville and Lord Grey pointed out the necessity of proceeding to appoint a regent. Ministers replied that the[9] physicians were confident of the king's speedy recovery; but as there were repeated adjournments and the reports of the physicians still held the same language, the sense of Parliament prevailed. On the 17th of December Mr. Perceval moved that on the 20th they should go into committee on the question of the Regency; and on that day the same resolutions were passed as had been passed in 1788namely, that the Prince of Wales should be Regent under certain restrictions; that the right of creating peerages, and granting salaries, pensions, and offices in reversion, should be limited specifically, as in 1788. The royal dukes made a protest against these limitations; but on the 30th they were confirmed by both Houses, with additional resolutions for the care of his Majesty's person and the security of his private property, which were passed on the last day of the year 1810.
TWO:Whilst this extirpation of the Pindarrees had been going on, the cholera broke out at Jessore, in the low lands of the Delta of the Ganges. This fatal disease has been supposed by medical men to receive its force, if not its origin, from the want of salt in this unhealthy district. Salt being one of the monopolies of the East India Company, it was not permitted, though abundant in Madras, to be carried into Bengal except on payment of a duty of two hundred per cent. The natives, therefore, who subsisted on a rice diet, not being able to procure this necessary antiseptic, frequently fell victims to the terrible scourge of cholera. From this centre, where it may fairly be said to have raged in perpetuity, it now spread rapidly up the course of the Ganges, the Jumna, and their confluent rivers, and if the British impost on salt had anything to do with the prevalence of the epidemic, a severe retribution now fell upon those who profited by it. The Marquis of Hastings, the Governor-General, was posted in Bundelcund with his army, when it appeared there and swept away thousands. The very men attending on the Governor-General at dinner dropped down behind his chair and died. To seek a healthier region, he marched eastward, but all the way the pest pursued him, and when he reached the healthy station of Erich, on the right bank of the Betwah river, towards the end of November, one-tenth of the force had fallen under its ravages. The scourge did not stop there, but for a number of years continued to spread at an amazing speed, and eventually overspread Europe with its horrors.
TWO:Tobias Smollett (b. 1721; d. 1771), before he appeared as a novelist, following in the track of Fielding rather than in that of Richardson, had figured as poet, dramatist, and satirist. Originally a surgeon from Dumbartonshire, and afterwards surgeon's mate on board of a man-of-war, he had then lived as an author in London. Thus he had seen great variety of life and character, and, having a model given him, he threw his productions forth in rapid succession. His first novel was "Roderick Random," which appeared in 1748, the same year as Richardson's "Clarissa," and a year preceding perhaps the greatest of Fielding's works, "Tom Jones." Then came, in rapid sequence, "Peregrine Pickle," "Count Fathom," "Sir Launcelot Greaves," and "Humphrey Clinker." Whilst writing these he was busy translating "Don Quixote"a work after his own hearttravelling and writing travels, editing The Briton, and continuing Hume's "History of England." In his novels Smollett displayed a deep knowledge of character, and a humour still broader and coarser than that of Fielding. In Smollett the infusion of indecency may be said to have reached its height. In fact, there is no more striking evidence of the vast progress made in England since the commencement of the reign of George III., in refinement of manners and delicacy of sentiment, than the contrast between the coarseness and obscenity of those early writers and the novelists of the present day. The picture which they offer of the rude vice, the low tastes, the debauched habits, the general drunkenness, and the ribaldry and profanity of language in those holding the position of gentlemen and even of ladies, strikes us now with amazement and almost with loathing.
THREE:Whilst things were in this position, Parliament met on the 13th of November. The great question on which the fate of the Ministry depended was that of the subsidies to Hesse and Russia. It was something new to see not merely an ordinary opposition, but the Chancellor of the Exchequer and the Paymaster of the ForcesLegge and Pittranging themselves against the king and their colleagues on this question. In the House of Lords the Address in reply to the royal speech, which implied approbation of these subsidies, was supported by Newcastle, Hardwicke, and the Duke of Bedford, who hitherto, since quitting office, had opposed everything, and was opposed by Lords Temple and Halifax. But the great struggle was in the Commons. The debate began at two in the afternoon, and continued till five the next morningthe longest hitherto recorded, except the one on the Westminster election in 1741. On this occasion William Gerard Hamilton made his first and almost last speech, which acquired him promotion in the Government of Ireland, and the cognomen of "Single-speech Hamilton." Murray spoke splendidly in defence of the subsidies; but Pitt, rising at one o'clock in the morning, after sitting eleven hours in that heated atmosphere, burst out upon the whole system of German subsidies with a tempest of eloquence which held the House in astonished awe. He denounced the whole practice of feeing the little German potentates as monstrous, useless, absurd, and desperate: an eternal drain on England for no single atom of benefit. He compared the union of Newcastle and Fox to the union of the Rh?ne and Sa?nea boisterous and impetuous torrent, with a shallow, languid, and muddy stream. But though Pitt's eloquence dismayed and confounded Ministers, it could not prevent their majority. The Address was carried by three hundred and eleven votes against one hundred and five; and it was now clear that Pitt must quit the Cabinet. In fact, in a very few days, not only he, but Legge and George Grenville, were summarily dismissed, and James Grenville, the other brother, resigned his seat at the Board of Trade.In pursuance of this convention the garrison retired, and began their fatal march on the 6th of January, 1842. The army consisted of 4,500 fighting men, with 12,000 camp-followers, besides women and children. The snow lay deep upon the ground; they had scarcely commenced their march when they were attacked by the Afghans, the guns were captured, and they were obliged to fight their way, sword in hand, defending the women and children as well as they could. During the whole way through the snow the road was strewn with bodies and stained with blood. The dead and dying were immediately stripped naked by the enemy, and their corpses hacked to pieces with long knives. During all this time the perfidious Akbar Khan sent messages, professing his regret at not being able to restrain the Ghilzai tribe; and after they had got through the Pass, he made a proposal, which was accepted, to take the ladies under his protection. Accordingly, Lady Sale and Lady Macnaghten, with six others, accompanied by their husbands, were left under his charge. The British troops then halted for a day, bivouacking on the snow. The cold was so intense that the Sepoys became benumbed and paralysed, in which state the whole of them were next day attacked and cut to pieces. The Europeans managed to hold together, but when they arrived at Jugduluk, thirty-five miles distant from Cabul, only 300 out of 16,500 persons who left that city remained alive. At this place a halt was ordered, and through the interference of Akbar Khan the miserable remnant were permitted to occupy a ruined enclosure, where, worn out by fatigue and utterly helpless, they lay down to rest in the snow. General Elphinstone was detained a prisoner by Akbar Khan in a small fort, whence he dispatched a note to Brigadier Anketell, advising him to march that night, as there was treachery afoot. The wearied band, aroused from their slumbers, accordingly moved on in the dark; but their departure was noticed, they were attacked in the rear, they broke into disorder, threatened to shoot their officers, separated in small parties, and thus, scattered and confused, they were cut down almost to a man. Of the officers, however, a considerable number escaped on horseback; but they, too, were attacked wherever they appeared, until only one gentleman, Dr. Brydon, survived to tell the dreadful story, reaching Jelalabad on the 13th of January. It afterwards came out, however, that several other officers were detained in captivity.

THREE:All this time "the great Admiral Vernon," as the Opposition delighted to call him, in disparagement of all the commanders favourable to the Government, lay still with his ships and afforded no assistance to the land troops. When Wentworth bitterly complained of this, to show that it was impossible to operate on the town from the harbour, Vernon sent into the inner harbour the Galicia, a Spanish ship which had been taken. This ship kept up a cannonade on the town for several hours, producing little effect, and was fired on from the town with as little. The men were then brought off in boats, the Galicia's cable was cut, and she was suffered to run upon a shoal, where she soon filled. The troops were now hastily re-embarked; the unhealthy season was at its height, and the men were swept away by fever more rapidly than they had been mowed down on land. The heavy rains had set in, and the troops in a few days were reduced to one half their number. Admiral Vernon instead of undertaking any enterprise which might have retrieved the honour of the British arms, set sail from Jamaica with the forces in July, and anchored in the south part of Cuba in a bay, on which he bestowed the appellation of Cumberland Harbour. Here the remains of that fine fleet and army, capable of achieving the most brilliant conquests under able commanders, were suffered to corrode away under the influence of inactivity, the season, bad salted provisions, and excess of rum.But whilst Gifford was thus demolishing an outbreak of bad taste, a much more remarkable evidence that those who lay claim to good taste frequently have it not was given by the appearance of several new plays and other documents attributed to Shakespeare. The chief of these was "Kynge Varrtygerne," a tragedy, edited by Samuel Ireland. Numbers of persons of high name and pretension, as Dr. Parr, Boswell, Pye, the laureate, Chalmers, the editor of an issue of "British Poets," Pinkerton, a writer of all sorts of things, etc., became enthusiastic believers and admirers of these pretended discoveries. They turned out to be impudent forgeries by the son of the editor, named William Henry Ireland, and are in reality such trash that they are a melancholy proof of how little value, from some learned persons, is the adoration of Shakespeare. Malone, in an "Inquiry" into the authenticity of these writings, in 1796, completely exposed their spuriousness. Pinkerton, one of their most zealous advocates, himself perpetrated a similar forgery of a volume of Scottish poems, issued as ancient ones. He enjoyed the particular patronage of Horace Walpole.

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.

In Italy the French had been as unfortunate as they had been fortunate in Flanders. In November of 1746 the Austrians and Sardinians, assisted by a British fleet, had entered Provence and bombarded Antibes. They were recalled, however, by the news that the Genoese had revolted, and thrown off the Austrian yoke. In their retreat they were harassed by Marshal de Belleisle, laid siege to Genoa in vain, and began to quarrel amongst themselves. The French, to complete their own[113] discomfiture, marched another army into Italy under the brother of Belleisle; but they were stopped in the Pass of Exilles, and defeated, with the loss of four thousand men and of their commander, the Chevalier de Belleisle.In April De Crillon arrived, and was followed by the Spanish and French troops from Minorca. From eighteen to twenty thousand men were added to the army already encamped before the place, and the most able engineers were engaged from almost all countries of Europe, at extravagant salaries, and great rewards were offered for inventions which might demolish the formidable works of the English on the rock. Nearly forty thousand troops were now congregated against the old fortress. One hundred and seventy pieces of heavy artillery were directed against it, and immense stores of ammunition were accumulated for this final and triumphant achievement. On the other hand, General Elliot had now repaired and strengthened his defences more than ever. His garrison was augmented to seven thousand men, including a marine brigade; eighty pieces of cannon frowned from the walls, and the bulk of his men were of the best and most seasoned kind.[See larger version]
